Ethical Procurement Policies – A Guide for AFZs

An Ethical Procurement Policy (EPP) is a practical framework that helps institutions ensure their spending, contracts, procurement, and investments do not support or reward companies, bodies, or projects complicit in serious human rights abuses, war crimes, or breaches of international law

For Apartheid Free Zones, an EPP is one of the clearest ways to turn a public commitment into concrete policy. It may be relevant to local councils, public bodies, trade unions, universities, cultural institutions, community organisations, and any institution that buys goods or services, awards contracts, manages investments, or maintains formal partnerships

In Ireland, the Irish Congress of Trade Unions (ICTU) and Fórsa trade union made history as the first European trade unions to pass and implement Ethical Procurement Policies. Meanwhile, 14 Irish councils, north and south, have passed motions calling for the adoption of such EPPs – showing a growing demand for public money to be kept clear of complicity in Israel’s genocide, apartheid, oppression and violations of international law.
